We have preliminarily evaluated the reduction of prediction errors of the core characteristics of the breeding light water reactor core based on the bias factor method by utilizing the FCA critical experiments carried out for MOX fueled tight lattice light water reactor cores. Our neutron scattering study and using representational analysis revealed the magnetic structure in phase II of NdB with Shastry-Sutherland lattice. We found that the magnetic structure is described by the mixture of the basis vector of 
and 
representation with the magnetic moment of about 2
. We observed pseudo-quartet CEF state and the temperature dependence by means of neutron inelastic scattering below 5 meV.
